Master Planning

Scope and Deliverables


Landscape Master Plan (LMP)

We prepare full LMP submissions for developments with significant visual or landscape impact, comprehensive planning needs, or sensitive locations, aligned with PlanD’s PN No. 1/2019 and the earlier PN No. 1/2004 framework and JPN 3.

Landscape Proposal (LP)

For projects with lower visual/landscape impact, we produce LPs focused on overall design intent, boundary treatments, planting proposals, and slope/stilted structure integration, meeting PN No. 1/2019 expectations.

Compliance Pathway

Where TPB planning conditions and lease clauses both apply, we coordinate submissions so PlanD approval of landscape submissions can be deemed to fulfill lease landscape requirements under JPN 3 and LandsD LAO PN No. 6/2003 procedures.

Methodology and Standards


Context-led Analysis

Visual sensitivity assessment, landscape resource mapping, and impact mitigation strategies are documented in the LMP per PN No. 1/2019 Appendix A, including broad design provisions and treatment of existing landscape resources.

Integration with Statutory Processes

We align landscape submissions with Section 16 planning application workflows, TPB conditions, and lease obligations; PlanD leads compliance checking where landscape requirements arise under planning applications, per JPN 3 and PN No. 1/2019.

Self-certification for Implementation

On completion of approved LMP works, we can submit Self-Certification of Compliance (SCC) to PlanD; SCC is subject to random on-site checking at a minimum 10% rate (subject to revision) under PN No. 1/2019.
